ASD-STE100 compliance aid

This independent, unofficial authoring and review aid has no endorsement and is non-certification. It does not determine compliance, issue certification, or replace accountable human review.

Use

Preserve source literals and technical semantics: facts, values, units, identifiers, commands, warnings, sequence, actors, scope, and uncertainty. Preserve explicit actor, order, values, scope, and prohibitions. A condition or state is not an action: do not convert a source condition or state into a new action, check, verify, or measure command. Do not add or suggest operational steps in the rewritten procedure. Put unresolved questions in review notes without proposing a new action. Classify material as procedure, description, or safety before editing. Use project-owned terminology, but a project glossary never confers ASD/STEMG approval. Do not infer or state official term approval or rejection unless verified against an accessible authoritative source supplied for this engagement. Otherwise, status is unverified and requires qualified review; seek official consultation when an external interpretation is needed. Technical SME authorization is the SME fact-change authority; use qualified STE reviewer and technical SME release gates.

If source information is incomplete, mark it source-incomplete and require escalation when consequence, risk, prevention, or authority is missing. Do not invent, do not guess, do not downgrade, and do not silently omit missing information. Preserve the gap and route it to the technical owner.

Consult official ASD/STEMG sources for external material and use the project terminology-record example only as a local governance-format example.

For the fourth statement, record identified reviewers, review date, source revision/scope, and evidence location/reference. A faithful external decision record also requires authority identity, decision/reference, scope/revision date, named qualified STE reviewer, SME full-review evidence, and the responsible authority's release decision. The skill cannot make evidence and cannot decide for an authority.

Do not claim certification, ASD/STEMG approval or endorsement, official approval, full compliance, or guaranteed compliance. Only an external decision record may state a decision already made by the responsible authority.
